John - I got this solved by removing the smart device projects from VS2005 via control panel->Add/Remove Programs, reinstalling the smart device projects and then running the installer for the SQLCE VS bits. I think this messed up because of the VS2005 SP1 install....
Other posts on here have mentioned a registry fix for this. In my view the SQL CE downloads are too complex. Can we just have a runtime download, and a developer download please?. The developer download should have runtimes, SDK and VS integration. From the looks of it, Visual Studio Orcas is much more cohesive in general.
It really annoys me that some MS product teams are incapable of putting the work Microsoft in the MSI for their products, making it difficult to find products in the add/remove list.
